Can betterawstats install on Windows?

It's a PHP script, so its plat-form independent. If Apache/IIS & PHP run on your windows-PC, betterawstats will do so to. No special instructions for use under windows, except that you should use forward slashes to indicate directories instead of backward:

c:/apache instead of c:\apache
